RekryilmoitusFinn Church Aid (FCA) is seeking for a Digital Solutions Programme Specialist contribute to the effective integration of ICT for Development concepts and solutions into FCA’s programming in FCA’s thematic areas of Right to Livelihood, Right to Quality Education and Right to Peace, with specific focus on inclusive digital economy. 

The Digital Solutions Programme Specialist is a new position at FCA to be based in the Service and Accountability Centre in Helsinki, working in close collaboration with FCA’s country offices in Africa, Middle East and Asia. The position is organizationally within the Strategic Development Unit (SDU) in Helsinki, but remote work from another location can be considered (subject to a valid work permit in that country). Terms of employment for locally hired employees will be applied. The responsibilities will be executed within the given mandate following FCA Policies, Guidelines and Processes. The specialist reports to the Head of SDU. 

The Digital Solutions Programme Specialist should understand the process of socio-economic development and the role of digitalisation in this process, particularly in the domain of livelihoods and the world of work; and possess the knowledge and skills necessary to support the effective planning, development, implementation, and management of programmes that are responsive to the digital development needs, opportunities and challenges in FCA’s programme countries. 

Positioned in the Strategy Development Unit, the Programme Specialist ensures that FCA increasingly incorporates digital technology and innovation into its programming, supporting and advising country offices on the digital solutions for promoting inclusive livelihoods, and identifying funding opportunities and partnerships, including in the private sector, for programme development and implementation. The Programme Specialist will work closely with FCA’s country offices, especially in East Africa, with the programme teams in digitally focused project development and innovation, and strengthening country office capacity in this regard. 

The main tasks include: 

  • Serve as the focal lead for digital program solutions supporting FCA Country Programmes to integrate technology solutions into their development programming, specifically but not limited to livelihoods, in close cooperation with thematic advisors in SDU 
  • Assess and analyze development needs, opportunities and solutions in the field of digital economy and livelihoods, encouraging innovation and building programme teams’ capacity in the same 
  • Provide technical expertise, trainings, supporting material and sparring on digital solutions remotely and on-site to country offices and their partners 
  • Coordinate and ensure collaboration amongst the country programmes 
  • Identify institutional and private sector partnerships and funding opportunities and initiate and coordinate collaboration between different stakeholders – would have the CO collaboration and knowledge sharing as a separate bullet and combine it with innovation 
  • Cooperation and networking with private sector, related to FCA programmatic work 
  • Participate in advocacy for advancing digital solutions for development 
  • Participate in the funding of FCA digital livelihoods work 

Competence and Personal Requirements: 

  • Master’s degree or other degree in relevant field 
  • Understanding of the opportunities and challenges of digital economy on both conceptual/analytical and practical levels 
  • Knowledge of ICT for Development issues in development and humanitarian contexts 
  • Practical experience in promoting innovation and applying digital tools, platforms, technologies, services and processes to boost livelihoods/jobs 
  • Strong team building and facilitation skills; experience collaborating with multi-disciplinary and multi-cultural teams 
  • Ability to communicate effectively with a wide range of stakeholders including donors, policy makers and the private sector 
  • Self-motivated with proven commitment to continuous learning and self-development 
  • Good understanding of FCA themes (Right to Livelihood, Right to Quality Education and/or Right to Peace) considered asset 
  • Availability for travel, also on longer assignments 
  • Excellent verbal and written English required; knowledge of Finnish, French and/or Arabic considered asset 

Position is permanent with six months’ probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience.
